No soil is Type A if it is fissured, subject to vibration (heavy traffic, pile driving, etc.), previously disturbed, or part of a sloped layered system dipping into the excavation at 4H:1V or greater. Layered systems dipping into the excavation at 4H:1V or steeper are Type C. A layered system is classified by its weakest layer (a more stable layer under a less stable one may be classified individually). Classification requires at least one visual and one manual test by a competent person.

Applies to excavations less than 20 ft deep. Angles are rounded (per Table B-1). Short-term = open 24 hours or less; the 1/2:1 Type A slope is allowed only for excavations 12 ft (3.67 m) or less deep — short-term slopes deeper than 12 ft are 3/4:1. Sloping or benching for excavations greater than 20 ft deep must be designed by a registered professional engineer. If there are signs of distress, cut the slope back at least 1/2H:1V flatter than the maximum.

Classifying soil and sloping an excavation

OSHA requires a protective system for every employee in an excavation 5 feet or deeper — and in shallower cuts where a competent person sees signs of a potential cave-in (29 CFR 1926.652(a)). The only exception is an excavation made entirely in stable rock. Sloping and benching are the simplest protective systems, and how steep you can cut depends on the soil type.

Appendix A ranks deposits as Stable Rock, Type A, Type B, and Type C in decreasing order of stability. Cohesive soils are split by unconfined compressive strength: 1.5 tsf or more is Type A, over 0.5 up to 1.5 tsf is Type B, and 0.5 tsf or less is Type C. Granular soils (gravel, sand, loamy sand), submerged soil, and seeping soil are Type C. Fissuring, vibration, previous disturbance, or layers dipping into the cut knock soil down a class.

Once classified, Table B-1 gives the steepest slope allowed for cuts less than 20 feet deep. Deeper than 20 feet, sloping or benching must be designed by a registered professional engineer. FAQ

What is the maximum allowable slope for Type A, B, and C soil?+

Per OSHA Table B-1 (29 CFR 1926 Subpart P, Appendix B), for excavations less than 20 feet deep: Stable Rock is vertical (90°), Type A is 3/4:1 (53°), Type B is 1:1 (45°), and Type C is 1-1/2:1 (34°). A short-term (24 hours or less) slope of 1/2:1 (63°) is allowed in Type A soil only when the excavation is 12 feet deep or less.

What unconfined compressive strength makes soil Type A?+

Type A is cohesive soil with an unconfined compressive strength of 1.5 tons per square foot (144 kPa) or greater. Type B cohesive soil is greater than 0.5 tsf but less than 1.5 tsf; Type C cohesive soil is 0.5 tsf (48 kPa) or less. Cemented soils such as caliche and hardpan are also Type A — but no soil is Type A if it is fissured, subject to vibration, previously disturbed, or in a layered system sloping into the excavation at 4H:1V or greater.

At what depth does OSHA require a protective system?+

Under 29 CFR 1926.652(a)(1), every employee in an excavation must be protected from cave-ins by an adequate protective system (sloping, benching, shoring, or shielding) unless the excavation is entirely in stable rock, or is less than 5 feet deep and a competent person finds no indication of a potential cave-in. Excavations deeper than 20 feet require a protective system designed by a registered professional engineer.

Can I slope everything at 1-1/2:1 without classifying the soil?+

Yes. OSHA 1926.652(b)(1) (Option 1) allows sloping at no steeper than 1-1/2 horizontal to 1 vertical (34°) — the Type C slope — without classifying the soil. To use the steeper Type A or B slopes you must classify the soil per Appendix A (Option 2).

Who can classify soil for an excavation?+

A competent person. Appendix A requires each soil and rock deposit to be classified as Stable Rock, Type A, B, or C based on at least one visual and at least one manual test (e.g. thumb penetration, pocket penetrometer, plasticity, dry strength, drying test), and reclassified whenever conditions change — for example after rain or when water starts seeping.
