Subpart M (1926.501) does not govern scaffolds, cranes and derricks, steel erection, certain tunneling equipment, tank and tower erection, Subpart V power line work from aerial lifts/poles/towers, or stairways and ladders — those have their own subparts (1926.500(a)(2)). Subpart M also does not apply to inspections or assessments before construction starts or after it is complete (1926.500(a)(1)).

Reading OSHA's construction fall protection rules

Falls are the leading cause of construction deaths and fall protection (1926.501) is consistently one of OSHA's most-cited standards. The core rule is simple — 6 feet to a lower level triggers protection under 1926.501 — but the trigger changes by subpart. Start by asking what is the worker standing on and what are they doing: a scaffold is Subpart L (10 ft), structural steel is Subpart R (15 ft, 30 ft/two stories for connectors), ladders and stairs are Subpart X, and power line work from poles, towers, and aerial lifts is Subpart V.

Once protection is required, 1926.502 sets the performance specs. For guardrails the numbers to remember are 42 ± 3 in, 200 lb top rail, 150 lb midrail, and no opening over 19 in. For personal fall arrest: 5,000 lb anchorage (or a qualified-person design with a 2:1 safety factor), 6 ft maximum free fall, 3.5 ft maximum deceleration, and 1,800 lb maximum arresting force with a harness. Don't forget the clearance below — a PFAS that "works" but lets the worker hit the level below is non-compliant.

Leading edge, precast, and residential work may use a written, site-specific fall protection plan (1926.502(k)) only when the employer can show conventional protection is infeasible or creates a greater hazard — OSHA presumes it is feasible. Holes need covers at any height to prevent tripping and falling objects, and covers must be secured and marked "HOLE" or "COVER".

FAQ

At what height is fall protection required in construction?+

The general OSHA construction trigger is 6 feet (1926.501(b)(1)) for unprotected sides and edges, leading edges, holes, roofs, formwork, and most other walking/working surfaces. Exceptions with their own triggers: scaffolds more than 10 feet (1926.451(g)(1)), steel erection more than 15 feet (1926.760(a)(1)) with connectors and controlled decking zones protected above two stories or 30 feet, and fixed ladders with a climb of 24 feet or more (1926.1053(a)(19)).

How high does an OSHA guardrail need to be?+

Under 1926.502(b)(1), the top rail must be 42 inches plus or minus 3 inches (39 to 45 inches) above the walking/working level, withstand 200 pounds applied within 2 inches of the top edge, and not deflect below 39 inches under that load. A midrail goes midway when there is no wall or parapet at least 21 inches high, and must withstand 150 pounds. Scaffold guardrails follow 1926.451(g)(4) (38 to 45 inches on newer supported scaffolds).

What are the OSHA personal fall arrest system limits?+

Per 1926.502(d)(16), a PFAS must limit free fall to 6 feet with no contact with a lower level, limit deceleration distance to 3.5 feet, and limit maximum arresting force to 1,800 pounds with a body harness. Anchorages must hold 5,000 pounds per employee attached or be designed with a safety factor of two under a qualified person (1926.502(d)(15)). Body belts have not been allowed in fall arrest since January 1, 1998.

How far must a safety net extend beyond the work edge?+

Per 1926.502(c)(2): 8 feet when the net is up to 5 feet below the working level, 10 feet when it is more than 5 up to 10 feet below, and 13 feet when it is more than 10 feet below. The net may never be more than 30 feet below the working surface.

How far from the roof edge does a warning line go?+

Per 1926.502(f)(1): at least 6 feet from the roof edge when no mechanical equipment is used. With mechanical equipment, 6 feet from edges parallel to the direction of equipment travel and 10 feet from edges perpendicular to it. The line must sag no lower than 34 inches and be no higher than 39 inches, flagged at 6-foot intervals.
