What should a construction site safety orientation cover?

At minimum: site rules and access, the emergency action plan and muster point, how to report injuries and near misses, required PPE, fall protection trigger heights, lockout/tagout and temporary power, hazard communication and SDS, silica and other health hazards, heat illness, equipment and excavation rules, housekeeping, stop-work authority, and the disciplinary policy. This checklist covers 31 topics in 11 groups with OSHA references.

Does OSHA require a new-hire safety orientation?

There is no single OSHA orientation standard, but several rules require training or review when an employee starts: 1926.21(b)(2) (instruct each employee in recognizing and avoiding unsafe conditions), 1926.35(e)(3) (review the emergency action plan on initial assignment), 1926.503 (fall protection training), 1926.59 / 1910.1200 (hazard communication), and 1926.1153 (silica). A documented orientation is how most contractors show they met those duties.

What is the fall protection trigger height in construction?

Six feet. Under 29 CFR 1926.501(b)(1), each employee on a walking/working surface with an unprotected side or edge 6 feet or more above a lower level must be protected by guardrails, safety nets, or personal fall arrest. Scaffolds are 10 feet under 1926.451(g)(1). Check your state plan and GC rules — many are stricter.

How long should a site safety orientation take?

Most site-specific orientations run 30 to 60 minutes, plus a walk to the muster point and emergency equipment. Keep it on your feet and finish with an understanding check — have the worker point out the muster point and put on a harness — instead of a long video in the trailer.

Do I need to keep orientation records?

Yes. Keep the signed checklist and the roster in the project safety file. Fall protection training needs its own written certification record under 1926.503(b) — the employee’s name, date of training, and the trainer’s or employer’s signature. GCs and owners commonly audit orientation records before allowing a sub’s crew on site.

A site orientation that actually sticks

Every construction site has an orientation. Most of them are a video in the trailer, a sticker for the hard hat, and a signature on a sheet nobody reads. Then the first time the air horn blows, half the crew walks to the wrong parking lot. This checklist is built for the orientation that works: a trainer who covers each topic, points at the real muster point, checks the worker’s cards in hand, and gets initials on every line — with a status cell that says whether the worker is cleared to start or still on hold.

The orientation topics, and why each one is there

Site rules and access

Sign-in and badges, site layout and restricted areas, drugs and alcohol, stop-work authority, and the daily pre-task plan. Stop-work authority goes in the first five minutes on purpose: new workers are the most likely to see something wrong and the least likely to speak up.

Emergency action plan and muster point

OSHA’s emergency action plan rule for construction (29 CFR 1926.35) requires the plan to cover escape procedures and routes, how employees are accounted for after evacuation, rescue and medical duties, and the preferred way to report fires and other emergencies — and the employer must review with each employee, on initial assignment, the parts of the plan they need to know (1926.35(e)(3)). Walk the worker to the muster point. Show them the alarm signal, the first aid kit, the AED, the eyewash and the extinguishers. Give them the address 911 will need.

Reporting injuries and near misses

Tell the worker to report every injury right away, however minor, and that they have the right to report without retaliation (29 CFR 1904.35(b)(1)(iv)). Explain why it matters: the employer has to report a fatality to OSHA within 8 hours and an in-patient hospitalization, amputation or loss of an eye within 24 hours (1904.39) — and a "minor" cut that gets infected over the weekend becomes a recordable with no incident report behind it. Near misses get reported the same shift.

PPE

Minimum site PPE (hard hat, safety glasses, hi-vis, safety-toe boots, gloves per site rules), then task-specific PPE: hearing protection, face shields, respirators (medical evaluation and fit test first), and arc-rated clothing for electrical work. Show them where replacements are kept.

Fall protection trigger heights

The number every worker should be able to say back to you: 6 feet. Under 29 CFR 1926.501(b)(1), each employee on a walking/working surface with an unprotected side or edge 6 feet or more above a lower level must be protected by a guardrail system, safety net system, or personal fall arrest system. Scaffolds are 10 feet (1926.451(g)(1)). Portable ladders used to reach an upper landing need side rails extending at least 3 feet above it (1926.1053(b)(1)). In boom lifts, workers tie off to the boom or basket (1926.453(b)(2)(v)). Hole covers are secured and marked "HOLE" or "COVER" (1926.502(i)(4)). Lockout/tagout and temporary power

Your own lock and tag, never remove anyone else’s, test before touch. Construction lockout and tagging of circuits is covered by 1926.417; GFCI protection on temporary 120-volt, single-phase 15- and 20-amp receptacle outlets is 1926.404(b)(1). Call 811 before digging.

Hazard communication and SDS

The construction HazCom rule (1926.59) is identical to 1910.1200. Show the worker how to read a GHS label — pictograms and signal word — where the safety data sheets live on this site, and that every secondary container gets labeled.

Silica, noise and heat

Respirable crystalline silica comes from cutting, drilling, grinding and chipping concrete, masonry, tile and stone. The silica standard for construction (1926.1153) requires the Table 1 controls or exposure assessment, restricts dry sweeping and compressed-air cleanup where they could contribute to exposure (1926.1153(f)), and requires a written exposure control plan and a competent person (1926.1153(g)). See the OSHA silica Table 1 chart. For heat, cover water, rest and shade, acclimatization for new and returning workers, the buddy system, and the signs of heat stroke. Several states have their own heat illness rules — check yours.

Equipment, excavations and housekeeping

Only trained and authorized operators on powered equipment. No entry into a trench 5 feet or deeper without a protective system and a competent-person inspection. No confined space entry without a permit. Clean as you go; keep walkways and exits clear (1926.25). Hot work only with a permit and an extinguisher at hand.

Disciplinary policy

Spell it out: progressive discipline for most violations (documented verbal warning, written warning, suspension or removal) and immediate removal for the serious ones — no fall protection where required, a LOTO violation, entering an unprotected trench, drugs or alcohol, fighting, weapons, horseplay. Workers take the rules more seriously when they know which ones end their time on the site.

How to run the orientation

  1. Customize once per site. Put the real muster point, alarm signal, clinic, site hours and GC rules in the key points. Mark topics that don’t apply N/A.
  2. Check cards in hand. OSHA 10/30, lift cards, first aid. Some states and many GCs require OSHA 10 or 30 cards on certain projects.
  3. Teach on your feet. Walk the site for the layout, emergency and hazard topics.
  4. Initial every line. Trainee and trainer both — that’s your proof each topic was covered, not just the form signed.
  5. Finish with an understanding check. The worker points out the muster point, names who they report to, and puts on a harness if they’ll work at height.
  6. Sign, sticker, roster. Signatures, then the hard-hat sticker only when status is COMPLETE, then a line on the roster.

Language and understanding

OSHA expects training to be delivered in a language and vocabulary workers understand. The checklist records the language used and whether an interpreter was involved. On crews with Spanish-speaking workers, have a bilingual trainer or foreman deliver the orientation and translate the key points — a signed English-only form from a worker who doesn’t read English isn’t worth much.

Common orientation mistakes

  • Video only. Nobody remembers the muster point from a video.
  • One signature at the bottom. Without line-by-line initials, you can’t show which topics were covered.
  • No site-specific information. A generic company orientation isn’t a site orientation.
  • Letting people start before it’s done. The roster’s HOLD status exists for a reason.
  • Forgetting subs and visitors. Everyone who works on site gets oriented, including the sub who shows up for one day.
