Frequently asked questions

How long does the fire watch have to stay after hot work?

It depends on which rule you are working under, and you follow the strictest one that applies. OSHA's construction standard (29 CFR 1926.352(e)) requires the watch to stay "for a sufficient period of time after completion of the work to ensure that no possibility of fire exists." The general-industry rule (1910.252(a)(2)(iii)(B)) sets at least half an hour. Current editions of NFPA 51B call for at least one hour, and many insurers and owners add periodic checks for several hours after that. The template defaults to 60 minutes and lets the PAI raise it.

What is the 35-foot rule for hot work?

OSHA 1910.252(a) uses 35 feet as the distance for combustibles: relocate combustibles at least 35 ft from the work where practicable, sweep floors clean for 35 ft, and post a fire watch when appreciable combustibles are within 35 ft or when wall and floor openings within 35 ft expose combustibles. Sparks and slag from cutting travel that far and farther, especially when working at height.

Who can sign a hot work permit?

The Permit Authorizing Individual (PAI) — the person your hot work program, the owner, or the facility designates to authorize hot work in areas that aren't set up for it. OSHA 1910.252(a)(2)(iv) requires the responsible individual to inspect the area and designate precautions, preferably in a written permit. The operator and fire watch sign too, acknowledging the conditions.

How long is a hot work permit good for?

One location, one shift at most. If the work moves, the shift changes, or conditions change — a sprinkler impairment, a spill, another trade moves in with combustibles — stop and issue a new permit.

Does the template follow NFPA 51B?

Hot work permits: what the permit is really for

A hot work permit isn't paperwork for its own sake. It forces two people — the one who wants to strike an arc and the one responsible for the building — to walk the exact spot together, look up, look down, look through the wall, and agree on what has to change before the first spark. Most hot work fires don't start at the torch. They start 20 feet away in a pile of cardboard, behind a wall where slag rolled through a pipe penetration, or an hour after everyone went home when a smoldering insulation batt finally catches. The permit exists to catch those three things.

What counts as hot work

Anything that produces flame, sparks, or enough heat to ignite combustibles:

  • Welding — stick, MIG, TIG, flux-core, stud welding
  • Cutting — oxy-fuel torch, plasma, carbon arc gouging
  • Brazing and soldering with a torch
  • Grinding and abrasive cutting — chop saws and cut-off wheels throw sparks farther than most people expect
  • Torch-applied roofing — one of the most common sources of large construction fires
  • Thermal spraying, heat treating, thawing pipe with a torch

If the job can be done cold — band saw instead of torch, press fittings instead of sweat joints, bolted instead of welded — that is the best hot work control there is. The first line on the checklist asks that question for a reason.

What OSHA requires

For construction, 29 CFR 1926.352 is the core fire-prevention rule for welding, cutting, and heating. In short:

  • Move the object to a safe place when practical; otherwise move the fire hazards away or protect them (1926.352(a)).
  • If you can't move the work or all the hazards, confine the heat, sparks, and slag and protect what can't be moved (1926.352(b)).
  • No hot work where flammable paints, flammable compounds, or heavy dust create a hazard (1926.352(c)).
  • Suitable fire extinguishing equipment immediately available and ready for use (1926.352(d)).
  • When normal precautions aren't enough, assign a fire watch during the work and for a sufficient time after (1926.352(e)).
  • Take the same precautions on the opposite side of walls, floors, and ceilings (1926.352(f)).
  • Clean or fill, vent, and test drums, containers, and hollow structures that held flammable or toxic substances before heating them (1926.352(i)-(j)).

The general-industry rule, 29 CFR 1910.252(a), is more specific and is what most owners, insurers, and GC safety programs use as the baseline even on construction sites: the 35-foot rule for combustibles, a fire watch for at least half an hour after the work, a written permit from the responsible individual, and no hot work in sprinklered buildings while the sprinklers are impaired.

The precautions checklist, line by line

Before work

Sprinklers and alarm in service. A sprinkler system is the backstop if everything else fails. If the system is impaired (common during renovations and tie-ins), the work waits for a written impairment plan approved by the owner — often with a dedicated fire watch and notification to the insurer and fire department.

Extinguisher at the point of work. Charged, inspected, the right type for what is nearby, and in the fire watch's hands — not on the gang box across the floor.

Equipment in good repair. Leaking hoses and missing flashback arrestors turn a controlled flame into an uncontrolled one. Check before the permit, not after.

Within 35 feet

Move combustibles or cover them. Moving is better. When you can't, use listed welding blankets and pads — not a painter's drop cloth. Remember stored materials: pallets of insulation, cardboard packaging, wood blocking, and trash.

Sweep the floor and cover openings. Sparks and slag fall through floor penetrations, open chases, expansion joints, and gaps under doors. On an upper floor, the fire can start two levels down.

Gas test when vapors are possible. Near fuel lines, sumps, sewer or process piping, fresh paint or adhesive, or inside tanks, test with a calibrated, bump-tested meter. Many site programs require 0% LEL before hot work starts.

Walls, ceilings, enclosed equipment

Check the other side. Heat conducts through metal decks, beams, and pipes. Welding on a steel column can scorch combustibles on the far side. Post a second fire watch there when you can't clear it.

Detector covers. Covering smoke detectors to prevent nuisance alarms is common — and a common cause of fires going undetected. Cover only with fire-alarm contractor and owner approval, notify the monitoring company, and log every cover so it comes off at the end of the shift.

The fire watch

The fire watch has one job: watch for fire and put it out while it is small or sound the alarm. That means no side tasks, no fetching rod, no running the grinder. They need an extinguisher in hand, training in how to use it, a way to raise the alarm, and knowledge of the site address and emergency number.

The watch continues after work stops because smoldering fires take time. How long depends on the rule you are under — OSHA construction says long enough that no possibility of fire exists, OSHA general industry says at least 30 minutes, and current NFPA 51B editions say at least one hour. The template defaults the minimum to 60 minutes, calculates the actual watch time from the completion and release times you enter, and flags anything short. On the Permit Log, every short watch shows red so it gets a note on what was done about it.

How to fill out the template

  1. Permit information and work description — permit number, date, exact location, who is doing the work, and the type of hot work from the dropdown.
  2. Permit period — start and expiry. One shift at most.
  3. Personnel — operator, fire watch during and after, opposite-side watch if needed, and the PAI.
  4. Precautions — every line gets Yes, No, or N/A. The status line reads ALL PRECAUTIONS IN PLACE only when nothing is No and nothing is blank.
  5. Gas test — location, time, O₂ and LEL, tester, meter ID and bump-test date.
  6. Sign and post the permit at the work location.
  7. Close out — enter when work stopped and when the fire watch was released; the sheet checks the minimum. Final walk, detector covers off, PAI signs closed.
  8. Log it on the Permit Log tab.

Common hot work permit mistakes

  • Blanket permits. "Hot work, Building B, all week" is not a permit. One location, one shift.
  • The welder signs his own permit. The PAI has to be someone other than the person doing the work, who actually walked the area.
  • The fire watch leaves with the crew. The post-work watch is the part most often skipped — and when most hot work fires show up.
  • Nobody checked below. Floor penetrations and open chases carry slag to the level below.
  • Detectors left covered overnight. Log every cover and check it off at close-out.
  • Torch-applied roofing treated as routine. Roof decks, insulation, and parapet walls hide smoldering fires. Many roofing insurers require longer watches and an infrared scan before leaving.
