A welder pushing a high weld count with a reject rate above the job average is not actually more productive; every rejected weld costs the cut-out, the re-weld, and the re-inspection, often at several times the cost of doing it right the first time, plus the schedule hit of discovering the failure after the crew has moved on.
Reject rate is also the number that drives progressive sampling under most specs: if a sampled weld from a given welder fails, the inspection plan typically expands the sample from that welder — commonly two additional joints, sometimes more — to determine whether the failure is isolated or systemic.
